Vega 64 pulls 295W. 7600XT Pulls 190W.
Due to inflation, a $250 purchase in Jan of 2019 is equivalent of a $313 purchase today. On a price to performance comparison, that is paying 12% more for 35% less performance, or a 52% increase in cost to performance for 55% more power consumption.
7900GRE would be a better comparison ($500 Vega 64 MSRP adjusted for inflation is $642, but the GRE is currently $546). The GRE is 271% faster but (adjusted for inflation) is 85% less expensive than the Vega 64. So in 7 years, similar tier cards are about 319% faster, dollar for dollar. Limitation of this analysis is I had to find benchmarks for 7900GRE vs 7600XT and compare against 7600XT vs Vega 64. There will be some error in here, but I suspect that, worst case, the current similar tier cards are at least 300% faster. I intentionally excluded ray tracing as that would be wildly unfair to your 7 year old hardware.

Last gen the 6600xt was commonly on sale for $250, so you either pay the $30 new gen tax or go last gen.

The 3070 is indeed much faster but is sadly gimped by only 8GB of VRAM—planned obsolescence by Nvidia. What a terrible shame!!! I assume you bought it used, which is also a factor to consider for some.
