I am confused, what CVS is doing? This weeks ad is similar to last week, but not same. There are new deals, most of them same as last week. Can anyone explain this?

Update on qualifying transaction: My 3 Nivea body wash transaction, 93¢ plus 70¢ tax, earned 7¢ in the Ibotta 4% back offer, and qualified as the first of what will hopefully be 3 visits.
It is included in 2 expert scenarios. One is 2 eye makeup removers - 3 dq - 3 ip and another 1 eye makeup remover and 1 wipe - 3 dq - 2 dq
The scenarios are out there for the past 8 hours, have been edited since. Just checked and could not find any mention of the above problem.
So, either I am doing something wrong and it is indeed participating or the expert made a mistake and half of the people who followed the scenarios are not aware of this and another half were aware but did not bother to post for some strange reason or maybe the problem is completely irrelevant because no one needs the rebate.
Or maybe everyone except me is reading a completely different source which has this problem listed. So many possibilities.
