If you're going to pirate, you can find it cheaper. If you're trying to actually buy a legit license you need a more reputable retailer.

These activation codes are sold to companies for their computers. The codes usually allow for significantly more activations than a company actually purchases. There is no consumer version of pro plus and it is illegal to sell the codes.
Sometimes Microsoft never notices and sometimes Microsoft audits the companies licenses and deactivates the overused keys.
Just spend the $100 and buy office 2024 on Amazon.
$90 is an actual sale price for a retail license.
Groupon/Woot/StackSocial/any "CD Key" type site are almost always what's politely called "grey market" but in reality it's just pirating light.
As for why MS doesn't crackdown, I assume it's just not worth it to them? If that makes it more OK to you, fine. If you skim prior threads you'll find dozens of people having issues with their code...which is not something that ever happens with legitimate retail keys. Given the retailer usually refunds or provides another code.
