The only real new addition is office 365 which is a subscription based office.

The keys sold for $10 price range are grey market, illegitimate keys or straight up stolen keys sold by people that shouldn't be sold under Microsofts terms. Risk with those is that Microsoft catches the seller and cancels the keys.

Yes, through your Microsoft account with which the license is registered, you will de-activate the license in the old PC before you can activate it on the new PC.
