It does take quite a bit of flame to get it started, so I would suggest using a zippo style lighter as you are holding it over flame for at least 15 seconds and usually 30-45.
I completely suggest the electric style rechargeable ones over this for 99% of use cases.

There's rechargeable handwarmers now that are more convenient, but not nearly as good . If I was going camping outdoors or something, I'd take the zippo butane, but otherwise you could try alternatives to fuel source.
Butane is sold pressurized.
This unit uses a liquid lighter fluid - notice the flip-top spout on top in the pic- which is the same thing traditional Zippo lighters use.
