You're overthinking it, says it's the Visible+ Annual plan which is $395/year taxes and fees included so you're basically getting the iPhone 13 for free.

Can I pay for the service fully now, but transfer my number and active the service 2 weeks later? The thing is I am going to visit FL this Thu, do not think new phone is able to arrive before that, so want to keep my current service (ATT) during next 14 days
Never did transfer before, Visible website says step 4 is "Follow the steps to create your account and transfer your number", not sure whether this needs to be done right away or not

Better deal is subjective. For me I want the one year service with Apple Watch and $10 fios discount. The phone is already sold as I have a 15 pro max. With $60 cashback this one year service is free plays saving me $120 for one year of fios.

I went with Ultra. I don't know if it's the cheapest at $15 for the temporary bridge in and out but so far there haven't been any snags. Visible already sent me an email saying they had claimed the number for them and it should be ready to go when my phone arrives tomorrow.

Depends on your needs. If you just need the phone and don't need the service then ST is better, if you need service then this is better. IMHO.
