There are probably specific industrial or business uses for VGA that still want it enough to matter. And HP would use the same motherboard in multiple different system designs. So this same board maybe used in some business specific appliance style devices. e.g. self checkout at grocery stores etc.
The port probably doesn't cost them more than like $1 to put on the boards, so it might only take one big customer with some specific purpose built monitors running off VGA to warrant HP keeping em.

Most systems at my job (screen or PC) have displayport and VGA (technically d-sub). I think it's for broadest compatibility without needing powered adapters. But it's really a pain when trying to hook up 3 displays because that needs absurd combos of adapters.

I can't say that I agree with the recommended upgrades. It's dangerous to recommend a generic 500W PSU. An Antec 380W is better for your gaming system in every way that MOST 500W PSUs sold on Newegg.

Don't spend $30 on 512MB and an hour cloning, then swapping hardware. Spend $50 and get 1TB. What we need to know is whether it's a PCIe 3.0 or 4.0 system.

There's no reason to update the Wi-Fi.

If you did all of the recommended upgrades, you should instead buy the $699 desktops with an RTX 4060.
