Here's my take...it's more about price than performance, correct? I don't think there are many 4TB SSD's less than $190, so although this one is more performance than your enclosure can handle, enclosures are cheap and it's cheaper to get a faster one down the road (or even now, as 20Gbps enclosures are $23) than to be disappointed later when you wish you got a faster one.
So, get this now, get whatever enclosure you want and be happy.

The Crucial P3 Plus 4TB SSD uses QLC (quad-level cell) NAND flash memory, which stores 4 bits per cell. According to Crucial support, this drive utilizes QLC NAND chips.
It might be better to go with HP deal for 5 bucks more since that one is TLC with dram.

The HP is shipping with newer firmware 3.A.J.CR so the previous issues of innogrit controller isn't likely to occur. But I would advise not using them as boot OS. Here is specs for this drive: https://www.techpowerup
