No. Not even arguable. Most Makita tools are professional grade. Bauer by Harbor Freight's own admission is their lower end line. If you mean value, maybe, but not for performance and quality. I am seeing more of their Hercules turning up in the field, so some of those may be in the running, but not the Bauer line.

nothing from harbor freight comes close to makita
i was using dewalt and milwakee until i got a makita drill driver combo set second hand from a friend shortly after i bought the cordless grinder and circular saw all the tools are working flawlessly now for 4 years all 4 batteries still take and hold excellent charge i have dropped a battery off the roof onto cement i have left the grinder and a battery in the rain overnight twice and the circular saw cuts straight and smooth the easiest circular saw to cut with without a guide.
saying hercules can compare to makita is laughable and i am ebarrased for you

This is always a deal somewhere. If it's not then you can usually get the same thing through Makita e Rebates. One thing is for sure, ACME should be your last resort. Super sketchy company these days. Don't believe me? Look them up and read before you go on the defense. It's a sketchy company. Stick with Amazon, Home Depot and CPO outlet. I'm sure there are others but those are the ones that I have had positive experiences with.

Hercules has turned up in the field around me as well.
Hercules isn't even in the running against Makita. It leaves Makita in the dust.

It's not a ratcheting impact. It's a nut runner, so torque isn't that important. However, you can apply torque as if it were a ratchet.
