OP deal has shown up on slickdeals before; some people have said they're not very good (you can search for past posts). But if you just need cheap drill bits for soft wood/wall board, and rarely drill, they might work for you.

No. For masonry and concrete, you will need carbide drill bits. Search for masonry drill bits. They're more expensive. These are for wood and mild steel.
