I actually love these things. If I could get my wife and kids on board we'd reduce paper towel use by 80% probably. But since it's pretty much only me that used the it's 30% paper towels saved haha (still worth it to me in the long run)

Same. These are rock hard after a wash and do not lay flat for storage. They're only good if you're ok using a wet rag as a dinner napkin. And if that's the case, just use a wet rag

they were $2.97 until this week, they popped back up to regular price for this "sale"

No, the $9.99 sale version is a different item in a larger size with different designs than the $2.97 version which is smaller. The $9.99 is a good price, you're paying less than $1/count, which a few years ago you would be paying at least $2-5/count.

They are meant to dry rock hard, you just soften it again by rinsing it with water. They're not meant to be used as a dinner napkin unless like you said you want something akin to a wet rag. I mainly use mine for drying dishes and drying up water around the sink. It works beautiful for that purpose.
Love these for cleaning. I use them all over the house in lieu of paper towels unless it's a particularly nasty job and I want to throw away the towel after use - each cloth has its designated spot/room to prevent cross-use. They dry fairly quickly (as opposed to regular kitchen towels or cloths, which hold bacteria and get smelly) and work great to reduce paper consumption.
