I bought the action 4 recently from the Costco deal which seems like the better device outside of the form factor of this. Am I missing out on something with not getting this instead?

Different use case for the most part. Action 4 gives you that ruggedness and a full screen focus point. While the pocket cam is on a gimbal and is more delicate. This does focus more on the subject and the background would be out of focus more giving you that different style of video.
