Does Google still not allow you to use a credit balance if the subscription is more than the balance? In the past, if I had a $50 Google gift card balance and my YTTV subscription tried to run, it would fail on gift balance and have to use my credit card. This stopped me from buying these cards in the past.

Just do game offers at Swagbucks that reward you for making purchases. There are so many where you lose no money, a lot where you can actually make a few bucks. It is so easy. It'll be listed as "make a single purchase" and the reward is 100 SB (equivalent to $1). The game will usually have a purchase for $0.99, so you make $0.01 on the deal. There are so many which are 500 SB for $4.99, 1000 SB for $9.99, etc. I'd say 95% of purchases track without requiring assistance of SB support (which is usually very good about fixing missing rewards). The other 5% I have to get support involved.
The best part is that it works to get you Google Play Gold so easy. Gold comes with an annual benefit around October/November of a nice Google Store 30/40% coupon (40% in 2023, 30% in 2024). All you need is 600 points. You hit silver at 150 points which starts you earning 1.1 points/$. So in theory all you need to spend is $559 to get to 600 points. Although, every Friday they offer Google Perks rewards for free, regardless of your status. Every so often I win 100 points, which goes towards your status. Most weeks it is just single or low double digit amounts. If you average just 7 points/week with that you'll get 360+ points just from that.
I would buy the Google Play gift card just to manufacture spend on Swagbucks, but I have $36 already sitting there waiting which I need to get to first. Besides, I'd rather get them when there's a Chase 10% merchant offer.
Pay $100 for $110 in value, 2% cash back on $100, lose cash back on $10 spent at CostCo - final savings: 10.7%
Chase Google Play Merchant offer: 10% back usually max $5. Final savings: 11%.

Google play balance will expire in 1 year. They should be fined for billions just for this.
Why? This is part of a promotion so the expiration rules don't apply. They aren't breaking any laws. Also, FWIW I just looked at the $200 I added and I don't see any expiration for this amount. Not a big deal for me any way since I have YouTubeTV so any balance I have will be used in a few months.
I thought I was the only one. Been checking spam folders and trash thinking I must've accidentally deleted the email. Bought it last night about 12 hours ago and still haven't received the Costco card.
