Some reviews are saying it does come with Batman while others say it does not.(expect it not)
Remember the $60 promo period for Quest Cash ends December 31 (max $599 yearly with yearly expiration date).
Also note that all sales for games are "targeted" as some got the Black Friday 40% off while others did not.

Meta's refurbished quality, especially if ordered directly on their website, is like-new. Can't speak for the units sold on eBay, but since it's the official Meta account that's selling it, I'd imagine it'd be of similar quality (hopefully).
I tell people would you rather save money on the onset and get the Quest 3 refurbished (usually $380, perhaps ~$340 with this coupon), or get it new and pay more ($430), and get the Batman Arkham game for free (valued at $50) as well as $60 in referral credit to spend on the Meta Quest store (making the net cost $320 if bought new).
If you don't care for the Batman Arkham game, the refurbished one would be a better value even without the referral credit.
I supposed you can also give/sell the Batman Arkham game before you first activate the headset and then activate the headset on the buyer's account first for them to get the game. Then factory reset and remove the device from your account, and then utilize the referral program.
Meta lets you get the referral credit within 7 days of first activation via factory resetting the headset, so it's totally possible to have the free game on one account and the referral credit one another. It would be a slight alteration of the guide I wrote on how to upgrade from the Quest 1 (now also 2 it looks like) and get both the game and referral credit.
