Both seem like they're pretty slick deals, but they're not interchangeable.

It's 280mm (11 inches) versus 220mm (8 5/8 inches).
I just bit on the 280mm set with bare handles.
The "Carpenter's sets are even shorter than both, at 210mm (8 1/4").
The hardness of the steel is what counts, such as many hardened or finishing nails which can be less than 20% of the diameter of other nails made from more milder steel, yet they'll have a hardness that will chip the cutting edge on the snips in a flash.
You won't be cutting many 12D or 16D nails with snips like these that have only 9 1/4" to 11" handles. They also don't have as much leverage as bolt cutters have. Even small bolt cutters.

They function better for pulling nails as opposed to 'nipping' them like some flush end cutters. It's gotta be a softer metal or you just won't have a good time nipping anything through an entire project.
If you're looking to lop off framing nails and such, I'd get the of angled bolt cutters. If you're looking to nip off softer or smaller nails, this is great. But the 7$ ones will do the same.
