Vouchers will be available in a two-tier system based on income. People earning a gross annual income less than 300% of the Federal Poverty Level (FPL) would be eligible for a $1,750 voucher.
People earning below 225% of the FPL or living in certain low-income communities will receive a $2,000 voucher.

If your job doesn't suit you, take that as an opportunity to start looking for a new one, it's much better to do so when you already have employment, the stakes for you are lower and there isn't pressure. It isn't disloyal or problematic. You are an entrepreneur, selling your labor- take the skills you've learned and see if there is a better buyer.

While page 28 says you're suppose to keep the bike for 1 year before reselling, there is nothing in the document discussing how they ensure that participants keep the bike for a year. Since there is no registration or license plates required for ebikes in california you are free to sell if you wish.

Bikes reported lost or stolen will need to be documented with a police report made under penalty of perjury.
The implementation manual consistently mentions that fraud of any kind will be reported to the state attorney general for prosecution.

This is just a demonstration project. I'd imagine that if the "stolen" e-bike rate exceeds what would normally be expected, an e-bike registration requirement could be added. Most police departments in the state already have voluntary bike and ebike registration, so it wouldn't be hard to make this a requirement to receive a voucher.
The shame in all this is that anyone with 2 brain cells to rub together knows exactly how this will pan out - you don't need to be a police detective, legislator, or public policy wonk.

Budgeting doesn't really come into the picture. The MAXIMUM amount of food stamps is $292/month in CA for a single person with no dependents. Everyone does not get $292. You get a % of it based on your income. If you had no income, you'd get the max. As your income goes up to the max ($1,625 max for a single person no dependents and no 'special' issue), your rate goes down. I know people who get $10/month for food stamps and they are low income. People's idea of 'low income" does not mean you get paid less than you would like to be paid. There are federal and state standards.
If you live with your parents, the household situation also changes things. The primary house is ok, but all income of the household is used, not just the one person applying.
