Fees aren't any higher with or without cash loaded.
The only tricky thing is when doing rides it can be difficult to decipher the promotional offer because it will show $0 for everything because Uber Cash is in the account so just be cautious but u can also add the GC after booking the fare if this bothers you.
Still u are talking $200 in GC for $150 ($144 if u have Executive and Costco Card). That is a generous head start to combine with the many coupons they are sending Uber One members.

I did this deal in November. As soon as I loaded Uber Cash on the app, every one of my usual rides had an inflated price so it eats away at the balance faster than usual.

Recently, a bug in their system locked me out for 2 months (I had over $800 uber cash loaded from deals like this) and I don't have a car so I was screwed. No help from support, they took days to respond to each follow-up and only that their internal team was looking into it - I literally had to find the email of one of their executives on LinkedIn (Troy Stevenson), emailed him and he didn't respond but I got a call from a lady who fixed it in 2 days.
2 months. All I saw was "there was an error with your payment" - no matter what I did. Anyway, as soon as I got access back, just spent all my Uber Cash on groceries and booze pickup.
Can't trust Uber. Now a days you don't even get the horrendous (mostly overseas) support people . You just get an AI bot that won't connect you to a human no matter what. Past few times I've been taking Lyft or paying my niece to borrow her car :-(

My general rule of thumb is to only use UE if it's cheaper than going to get it myself, even after what by SD standards would be a quite generous tip. 40% off + restaurant/item specific BOGO + 25% off the GC makes that quite easy.
