Beef supply is under serious pressure. Lowest number of cattle in 60+ years. We are sleepwalking into a red meat crisis.
Depends on the quality you want I guess. My Heb and Kroger this week have "select" grade at around $4.47 to $4.77/lb which is the lowest grade. Choice is $13.99 here.
Most Albertson's/Safeway/Von's/Carr's have the roast for $4.99/lb, and Kroger/Fred Meyer for $5.47/lb. Seems like most all stores put 'em on sale before Christmas each year, check out other stores before paying more....

Sorry to hear about that. My Safeway's rib roasts are Choice grade, which are fine given that probably half the people I'll be cooking for won't appreciate a really good cut of meat. Person I know in the meat department said they also have a few that are actual Prime grade (he's not bringing those out and cutting them up yet). Yeah, it's imported beef - but imported fresh from Canada. I have no qualms about Canadian beef.

If your store is seriously selling choice rib roasts for $4.47, I wouldn't have any hesitation at that price about pulling the lip off and cooking it separate, and then using the rest to make asada - or if you have a meat grinder - making your own hamburger.

Weird, I just double checked, and it says $25 for me in the ad. Might be different locations? The best way to know is to go to the Safeway deal in the app, scroll down to the fine print and quickly check to make sure that gift cards are not excluded. Or have GPT check for you. My hunch is that you can use the $125 GC, towards the minimum, though. Doesn't make sense to be that that they'd change the entire policy.

Different stores will have different requirements/specials, so looks like YMMV. My store did not have any minimum purchase, although the Kroger/Fred Meyer and Winco did have minimums. My store also had Choice grade. Winco had Select grade, and I didn't bother looking at Fred Meyer.

Today was the first day of the sale, and people were lined up at the meat counter to get one, due to being sold out on the floor. This was when I stopped by at about noon - they were cutting/wrapping. Left and came back at about 2:30pm, line was down but still cutting/wrapping, saw the person I knew and he picked me out and cut me a nice 10lb and I was out the door.

Got 3 I went to Kroger and got the max of 1 yesterday in my area then today went and got the max of 2 at Publix. I'm cutting up 2 for myself to eat as steaks and I picked up the other one for my parents while I was out. They also cut them into steaks but usually only get one. I do this every year best prices on ribeye all year.

No it's not. I just pulled up the deal I got in my Albertsons app. It says Choice.
