That said, I always recommend people try setting up Sony's Remote Play app on their phone to first see how the network performance is, and then buy the Portal if you want the 8" colorful IPS display and controller ergonomics/haptics. Personally, I paid a bit more to get the Steam Deck, and I feel like I got a lot more return on investment, but there's three tiers of investment for you (Cheap to stream to existing phone/tablet, mid-tier to stream to Portal or a Logitech GCloud, and then high tier with the Steam Deck or another PC handheld).
That said, I quit PS+ because of the price increase, and I'm more than happy streaming to my Steam Deck. My OLED model can stream with about twice the battery runtime of the Portal, not to mention all the games it can play without an internet connection.
