I don't know where OP gets the 5GB number from.
It should be all 12GB available for hotspot as it used to be. The reason it should be verified and confirmed is that a couple months back, RP's web plans began limiting <100% plan for hotspot. In addition, price increases, adding shipping fees, and lack of communication on RP's part, everything now bears confirming. In another thread, see below. Still, try and get your own verification.

Regarding the hotspot feature, it is available for eBay plans. The data usage will be taken from their data balance.
