Can someone knowledgeable let me know if I can use my Noco genius G3500 charger to charge this LiPo battery safely? The charger has a 12V 3.5A Lithium mode. Will this charger stop charging once the battery is fully charged?

If you set this to Lithium mode it should work. Would take 30/3.5 or about 8.5 hours to charge.
I'm pretty new to this stuff and want to "start small" - kinda a proof of concept before I build a 2000w, 300Ah version.
What small inverters and chargers are y'all using for these? I have a few APCs around the house; is there a way to jerry-rig these in?
These are only 25 amp continuous discharge. 12 volts x 25 amps = 300 watts. That's a very small inverter. Most apc will be larger. You can buy small 140ish watt inverters but they usually aren't very good and have a high failure rate. This is a case where you may want to go a little bigger to start. Find an inverter with great reviews and match batteries to it.
I'm noob to this too. I'm wondering if these are exclusively used for builds where people wire everything from scratch with individual components? Or if there are "units" available for sale that one could hook up to this that would provide some fraction of the functionality of an EcoFlow power station?
Meaning something that would connect to the terminals on a battery like this but would itself provide a 12v accessory plug, a USB-A a USB-C, and maybe an input to charge it off of a DC or A\C input? Making it an EcoFlow -like thing out of large COTS components?

Yeah you could use something like the following to add USB ports, cigarette lighter port, etc. Add an inverter to get AC outlets for it. People in the ice fishing community do stuff like this a lot and mount it in an appropriately sized plastic box or ammo box to power their fish finder, lights, diesel heater, etc. https://www.amazon.com/dp/B0B58J9Z24
