Yes. The M3 also supports two external monitors natively, while the M1 and M2 do not, without buying a dock that's going to run over $100. That alone justifies it IMO.

Also, the 256gb storage on m3 is much faster than the 256gb storage on m2. So m3 is much better..

Not sure why the downvote. The $400 premium to go from 512GB to 1TB when even cheap Windows PCs often have 1TB is ridiculous. Soldered or not, the chips don't cost anywhere near that. At the very least they should do a better job of hiding their Apple tax in a more distributed way. It's like those AirBnB's that list with $150/night and a $500 landlord fee.

That's a good price. The lowest I have seen is $750.00 but that was on Black Friday.

IIRC, Bloomberg guy (most reliable apple reporter) said April for new Macbook Airs, but then recently said earlier. So, so there's a good chance it will be March or soon.
