Dolby originally labeled them good-better-best but quickly realized best(overhead) could be a challenge & may pigeon hole their product.
They quickly changed it to just options, very smart business move, as it turns out.
Look how popular "Atmos" soundbars, even soundbars in general.
Heck you have some say they are so impressive they are on par with a 5.1 speaker setup!
Another issue is most have never actually heard a well/proper implementation of one so their definition is skewed.
That being said, in-ceiling or on-ceiling speakers are a much more accurate way of representing the height channels. To say that the only way to get Atmos is with a specific type of height channel is simply not true.
Look, it's very simple: Atmos is all about adding VERTICAL sounds together with horizontal sounds. To get upward firing speakers to bounce the sound so that it hits the listener at MLP in any convincing fashion is pretty much impossible if those upfiring "Atmos" speakers are stuck to the top of your tower or bookshelf speakers. At BEST it MIGHT provide a somewhat more scattered soundfield but it's NOTHING like real Atmos provided by correctly aimed in- or on-ceiling speakers.
