Comparable to this price point, US mobile offers unlimited calls/texts and 2GB/mo data, for $96/year with tax and fees included. That one is their regular price so it would renew at the same price next year.

I won't pretend to be an expert, but I've never paid for hotspot on unlocked Pixel phones, even those running stock firmware.
If your phone is SIM unlocked, I don't see how they'd even know you were using the hotspot functionality.
