You will surely see a big difference at 1080p or 1440p, provided your GPU can make use of these CPUs.
Whether it's worth the price is up to you. The 7800X3D is $360 at Amazon, which is much more palatable than the $480 9800X3D.

Honestly at $480 (normal price these days) the 9800x3d is not a deal, there are vastly better options in terms of price to performance, and overall performance. Yes it's technically the best gaming CPU, but for most people they'd be better off buying another CPU and spending that extra money on a better GPU.
I recently got the 7950x3D at microcenter bundled with MSI Mag tomahawk x670e motherboard and 32gb ddr5 for a bundle price of around $720, which came out to $453 for the 7950x3d, and it's an absolute flagship beast of a 16 core/ 32 thread CPU to match my 4090. Beyond future proof.
I'm not sure $480 is that great of a price for the 9800X3D in comparison. Will eventually come down to below $400 in the coming months after the hype dies down. if you can wait, wait.

Where the 9800X3D shines compared to the 7800X3D are the productivity loads, where it does very, very well. AMD repositioned the 3D cache to a cooler location to allow higher sustained frequencies. So, for those who want productivity and gaming, the 9800X3D is really good.
The issue with the 7800X3D was that it had been retailing around $400–450, while the 9800X3D was $480. So the choice was obvious then. But the 7800X3D is $360 on Amazon right now, which changes things for many pockets.
