You are right. I can confirm that I experimented buying a Spicy Chicken Ciabatta in my area that goes for $9.59 and I added the Autumn Squash Soup for $1. The subtotal was $10.59. So the best way to play this would be to buy an item as close to $9.00 as possible so that $1.00 will make it $10. If not, it would be best to buy two items that have the highest calorie for the price and get them as close to $10 as possible.

You could try it on your second account, but it probably won't work since you'd be in the same region.

I just tried several $10+ sandwiches with various cups of soups in different locations. "SOUP" code worked on every variation. It deducted all except $1.
The fine print does state "at participating US cafes" unless your hypothesis is correct.
For the code SOUP to work, it does say "order must include Whole entree" so half sandwiches won't work. You need to have ~whole~ sandwiches which are always higher peices
