The difference is made out of stevia, listed here as "steviol glycosides". Any hot chocolate k-cup has to resort to some kind of non-sugar sweetener, since 19g total is about as much as one can cram in there. Mentioning it here because stevia, like sucralose (Splenda), tastes awful to me.

Both versions add 8oz of water as directions, so I'd say it's likely you are getting half the level of powder mix as you are with the packets.
