At least one of the prices should be in the title and in the post. So it may be how the post was done, and the fact that it wasted a lot of peoples time, as much as this specific deal
TT Deluxe may tell you while entering info you should upgrade to Premier. Just ignore and proceed with Deluxe

In the online version to upgrade is mandatory for certain filings but desktop has the same forms in all versions. Upload via CSV file isn't available in Deluxe. Q&A walkthrough is more detailed in higher level versions.
I doubt it will even be instore since they don't use CDs anymore.

tl;dr - desktop version is more powerful and the deluxe desktop does basically everything an individual would need.
