I've always considered 0.5 mm and below fine point. Where do you get your statistics? Genuinely curious.

Not statistics, just the sizing for ball point pens is loosely based off fountain pens nibs (of which I have quite a few). I have dealt with ordering pens for work from time to time, and luckily the sizing is pretty standard globally. There are a few vendors (such as Bic) that feel like doing their own thing, so they have sold 0.7mm as a medium. The information is pretty easily available from a bunch of different sources:
