Infrared heating units use (typically) quartz or ceramic pannels which get hot via electricity and then the heat will flow out of the vents into the room slowly with or without a basic fan. An oil-based floor or wall unit gets hotter and does so faster but uses more energy to do so, a heat pump is more efficient than either but generates less actual "heat" than an oil unit.
This device weighs 9lbs according to the specs, unless your flat screen is less than 12 in it doesn't weigh 3 pounds, it's likely closer to 30-40lbs (at 40").
Absolutely no experience with this specific infrared heater, but I've had several over the years, it's safer (burns/kids/fires) it's not my style for heating personally but felt the need to correct the obvious mistaken information.

From what I can tell this is probably a shell company slinging cheap Chinese heaters at online retailers. I would stick to a well known brand, especially with potential fire hazards.
I'm also not a fan of an app only remote. Eventually they will stop supporting the app and a new update will not let you use it. There are controls on the front but something to be aware of.
Edit: Confirmed Chinesium. Here's the same heater on AliExpress for a dollar more:

It's a resistance heater with a fan in it.

Anyway. Like I said, it doesn't do anything more special than any other heater but for the price and app availability to turn it on remotely is nice when I need it.

This also has feet for floor use. For wall mount, the manual shows mounting two drywall anchors to hang this on the wall. For only 9 lbs, it's probably acceptable to screw into drywall, until a kid tries to climb on it lol. I would mount a 1x4 centered on a stud top and bottom (for spacing. It's thin enough to keep it close to the wall and would give extra strength for long term use.
