It wasn't that "Antibacterial" was banned, it was that using the word in marketing was banned for use in your product unless your product was actually antibacterial (and the active ingredients was proven for safety and effectiveness). The term was very loosely used by all sorts of brands using all sorts of active ingredients (Wasbi wash! All Natural! cause Wasbi is antibacterial in 0.0001% quantity /s).
The brands that still use it today like this product, switched to using a proven antibacterial active ingredient. Which is why it's allowed to call itself "Antibacterial".
The additional confusion in the "Official use like a hospital" is because the FDA rule doesn't regulate medical cleaning products so they ended up except.
