No. $1800 puts you in range of 4080 laptops and will easily get you a premium 4070 laptop.

Even if you could find an in-stock 4080 mobile, I'd wager the upcoming 5070Ti mobile will match it in gaming at this wattage, and will have nearly twice the AI TOPS according to nVidia. And will be available around this price point.

Well, at this price right now, you can get Ultra 9 185H - RTX 4070 - 16GB RAM - 1TB - Gray. It is a trade off that I would take.
