What's the difference in those 2? And why can't one plug something in to see if it's live or not?

Basically, one is would work for 120V/220V volts etc. and the other is also capable of both low and high voltage signals.
A low voltage signals for example might be for a thermostat or control signal wire.
Both are capable of 120v detection but knowing what each device is used for will help reduce false readings (beeping for multiple receptacles at the same time).
I always carry two NCV voltage testers with me, never trust your life on just one safety device.
Both the Fluke and Klein products are excellent...
