Homeowners policies are regulated by state governments and have pretty standard clauses. There is no regulatory requirement that all electronic devices be ul certified. If a structure burned down as a result of a non ul device and the claim was denied. This would make the front page news. In my 30 years in the industry I have yet to come across a single event where a claim was denied due to a non ul device. I honestly would not worry.
Just read one star reviews.

Consume more power OFF than ON
Reviewed in the United States on December 4, 2023
I tested these with a multimeter and discovered that the electric current increased when the light turned off, rather than dropping to near 0, as I expected it would. Curious, I took one of the night lights apart and realized that in order to save some money on parts, they had simplified the design, consuming power in a dummy component when the light was supposed to be OFF rather than actually switching off the circuit. The ad suggests that the night light saves energy and only costs 20 cents to operate each year, but based on my measurements, it is more like several dollars per light. I am giving this product one star for a "bad" energy design, as it would have literally cost purchaser less to operate if the night light simply never turned off.
Reviewed in the United States on September 22, 2024
This product claims "Max 0.5W" but it's actual wattage is over 1W.

Actual wattage is 1.104W (9.2mA) when light is on and 1.128W (9.4mA) when light is off. This means electricity is re-routed to a circuit that wastes energy when it senses brightness. Apparently, this way costs less for the manufacturer. So, CAUTION: this night light does NOT save energy when the light is off.

If you leave one of these night lights plugged in all the time, annual electricity consumption will be about 9.78KWH (1.116W x 24h/day x 365days), not about 2.19KWH (0.5W x 12h/day x 365days).

Went through all the comments in this thread and as a person who initially bought several of these on Apr 2024 from a prior SD sale, and liked it so much that bought more at regular price later on, and for the record, have no relation whatsoever with the seller or product or sponsorship, etc., I must add these are gems for the price (A dollar per piece that is even cheaper than RIP 99 C shop). Mine are all working flawlessly in 2 locations, our vacational house and regular house since then and really love them. Bright enough but not disturbing for most people. Good build plastic material that is not cheap. Several LED per unit, I believe there are 4 in each one. None have gone bad in one year service.

At best I can only laugh at the burning house comments and I know idiots comes in every size and shape but as a person who like to see this place remains a clean place from insiders or trollers, I had to add these few lines. These turn off during day, even those indoor and in shadow(Unlike a lot of cheap imitations I have had in the past). Only at transitional time between day and night or when casting dense shadow on those that are in dark area of house, they may exhibit blinking but nothing that is bothersome and does end soon. No complain otherwise whatsoever.

I hope I didn't hurt anyone and btw I bought 3 extra sets (Yes discount coupon works on more than one, when bought together) just to have enough replacement or additional ones, as need may be.

These suck. Don't waste any money on these, even if they are $1. Only thing they are good for" Cut the sensor out with a pair of wire cutters, that makes them stay on all the time, use as a nightlight.

We bought these about a year ago, They are bright and have been very reliable thus far. I would recommend them as an inexpensive but good looking nightlight

Probably not UL listed -- so if it catches fire, good luck in getting your homeowner's insurance to cover the damage.
If your house burns down you are not going to find these in the rubble. But yes, it is generally advisable not to use questionable electric devices in any home.

Source - I investigate fires.

God luck in making up random facts. Short of arson or acts of God, if you have a fire insurance clause, it will pay.
