The description suggests they might be independent, but when I check, I don't see any way to get the 30% off coupon unless you also do the subscription.
Put another way, this is one single discount because you get both discounts or none, and subscription is required. Unless I'm misunderstanding how it works, but that's what I'm seeing on Amazon (I'm not a member of prime either).
