Contemplating this versus the M1 Pro refurb deal. Does the U processor here imply it gets throttled under load making it not suitable for use as a workstation?

I bought it last week, decent all tasks for the price. Still, make no mistake, this is NOT high-end class.
Run smooth but cheap plastic feel on Inspiron line. Most people run side keyboard and mouse may not affect much.
Not counting it has only 2 USB A and 1 full service USB-C(10gbps data/display output/power delivery), and regular hdmi, card reader, etc.
Best price to spec for everyday work or study or business or light gaming since this processor integrated graphics processor for AI.
You can google the difference between this core 7 150 against core-i7 1355U (also offered by costco at $550).

Where do you see soldered? Spec clearly say 2x8Gb that means 2 sticks of 8Gb. And 1920x1200 meaningless at 16in since it is actually default settings on MacBook pro 16in unless MacBook owners change settings to higher to match up external screen for seamless work flow. But the actual problem here is 300 nits brightness may not be enough under sunlight.

I have the I7-1335U (last gen to the 150U) in the hp pavilion. It's definitely not a workstation cpu by any means though it's still perfectly good for basic web browsing, light-moderate programming and very basic gaming
but by all means don't buy this if your thinking it's a top of the line cpu or igpu

I would definitely recommend buying the MacBook Pro if you can stand MacOS
