It's silicone. It's used to hold the tea leaves.

That being said, this is an objectively bad infuser. Hot water naturally has flow within it as heat rises, with an infuser the goal is to allow as much water to flow into and out of it as possible without the tea leaking out. Therefore, a good infuser will have an absolute ton of holes both below and above the tea. This doesn't.
The Silicone will actually handle the acidity and temperatures fine; it is also considered safe for foodware. It may discolor a little however which you may not be able to clean off.
My generic inexpensive infuser recommendation is the OXO Brew Basket (Stainless Steel) or OXO Ball Infuser (Stainless Steel), depending on what you're doing. It is all about the holes, and for both the entire surface is holes to maximize ingress/egress.

It's weird AF as far as products go. But it's not adding to a problem.

Now lets look at the cancer levels back then before all that stuff compared to now.
I should mention I dont have a dog in the "fight". I think it would be probably better to use glass or some sorta safe metal over silicone, but at the same time I dont think silicone is a huge risk, I still use it regularly- its just more of a risk than common safe metals or glass.
