So your 32,000mah pack example would be the value rated at 3.7v, and therefore really be 8,000mah at 14.8v but 32,000mah sounds a lot better!
Alas, you are indeed correct, an 8,000mah 14.8v jump starter will deliver more power than the 2,000mah 14.8v version. It will also withstand a higher current draw more safely and therefore not puff up as easily.

That said, I am not aware of any of these that use cylindrical cells likely due to the higher cost of high current/capacity cells. Lipo pouches in comparison are cheap.

In addition to this, there's a lot of marketing trickery as well. I would compare only the watt hours between models. Most of these, if not all, use 4-cell pouches wired in series or (4) 3.7v in series for 14.8v total output (also known as a 4S pack) and they add up the mah of each cell to advertise their total mah. So depending on the voltage of the pack the mah rating can differ greatly depending on what method they use, for example (4) 2,000mah cells in series would make a 2,000mah 14.8v pack but they'll advertise it as an 8,000mah using the cells individual capacities added together which is misleading.
