That is probably going to depend on the laptop. If 60W is enough, it should. But if it is expecting more it may not charge or you may get a warning on boot or in the OS that it isn't the correct wattage. It may then not charge at all or charge at a slower rate.

As another user said, this will likely depend on your specific laptop. IIRC, with 65W, my Lenovo Legion 5 does not show a charging icon or charging LED when the laptop is turned on, but the LED is up and battery does get charged when the laptop is off.

Legion 5 comes with 230W power brick, and, depending on the configuration, GeForce videocard alone may draw up to 110W. It will surely struggle with 60-65W PD.

As tempting as this is, I am gonna resist. I have about a dozen TB3 / TB4 docks when they show up at discount on SlickDeals. This is my folly.
I have three previous Belkin and it was kinda garbage. Currently happy w/ Caldigit and OWC. My goal is to have a dock in each room ; including kids so you could just single cable everything.
I don't want more e-waste in a box (which currently has three old Thunderbolt 3 docks ready for donations)

Gonna hold off until TB 5 docks w/ 2.5Gbe-10Gbe exists.
