Not enough information is in the specs. Here's why they leave the details out. If all four ports are in use, the charger would need to distribute the total 40W among them.

My math:
  1. USB-A Port Consumption: If, as claimed, it supplies 3.1A at 5V that uses 15.5W (3.1 x 5) for one of the USB-A ports. So if both USB-A ports are used, they'd consume 31W together.
  2. Remaining Power: This would leave only 9W (40 - 31) for the two USB-C ports to share. Much less that 20W each. It seems like you'd need to only use the USB-C ports to get the 40W.
It seems the charger is optimized for scenarios where fewer ports are in use, especially if fast charging is a priority. I think using all 4 ports might not be a great option unless you use this as an overnight/bedside charger.

Nothing provided in terms of charge distribution using 3 or 4 ports. It is likely that the overall wattage is very low in those scenarios.
Also reviews mention that the charger gets really hot with 4 devices. Plus most reviews are for Vine Free product.

Given all of this and the fact the charger doesn't show any ETL/UL certification, I'd not recommend this deal.

I own one similar (2 USB-C, 2 USB-A) 40W. Same form factor.

It works fine. But I can hear it emit a noise (sound) when environment is quiet. Not recommend to use next to bed.

max i would get is a 2 port.
also, if u have more than 1 port, 40 w, just not enough.
recently i picked 2 x45w single usb c on amazon , used like new for $4
work well

This is a really low price for a 4 port charger. I got one that was $8 for one - it has many problems when 4 devices are plugged in — oftentimes after overnight charging I'll discover one of my devices didn't charge at all (maybe the current is too low and not well distributed?).

I don't have this specific one, but a very similar charger with 4 ports. Personally I find it very handy for trips. My family has many devices to charge and overnight charging is fine for me. I discovered my eero, for example, will work when plugged into the usb-c port but not the usb-a port, because they support different fast charging standards. Usb-a is the old Qualcomm quickcharge standard (increases amps) and usb-c is the new USB pd standard (increases volts).

According to one of the reviews with a photo it "conforms to UL 62368".... But it doesn't say that an independent lab verified it. I would personally be skeptical
