For the past year or two, memberships are pretty regularly $20, so I think it's fair to compare against previous deals to know whether this is a good price or not.
In previous years they were free or money makers - eg the "Join for $45, get a $45 gift card" stacked with a $25 AMEX credit offers - which haven't been around for a few years now and probably aren't coming back.

But if you need a membership today and don't qualify for their everyday $20 memberships (eg college graduate, student, healthcare worker, military, teacher, government employee, senior, etc), go for it.
Costco does this too now

In store customer service was clueless about the offer and told me to ask the T-Mobile guys at their in store stand. 😣
Online CS eventually gave me a $10 gift card to compensate.
Definitely wasn't worth the time and effort to fix though.
Just disappointing that a) the app doesn't work for the free pizza and b) Sams club offers a free pizza but doesn't train their customer service on it.

I don't think all of the Costco do this. I usually go in through the exit to get to the pharmacy and have never been stopped.
Pharmacy and the eye department are still open to others but I was specifically told the food court is members only. It was added to Costco's policy a few years back but each store may approach that policy differently
