I didn't get the email, but I clicked through OP's link, and the points showed as pending once I made the $10 purchase.

I think this works on any account. After activating the offer I bought a $10 walmart gift card [paypal.com] through paypal's website and the points showed up as pending [paypal.com] (scroll to the bottom of the rewards page to see what's pending).
