I didn't get the email, but I clicked through OP's link, and the points showed as pending once I made the $10 purchase.

Just to clarify, you just need to use PayPal checkout on any site that allows checkout with PayPal for this offer to be valid? I'm also interested in using this offer to buy Steam credit.

Yeah I talked to their Paypal Assistant which was an AI bot. Claimed I may see it become pending tomorrow. But considering everyone else here is seeing pending already with other purchases, maybe Steam didn't count? It's weird.
