Not really. If a small blizzard costs $4.99 and I only pay $0.85, that means I get a choosing of anything under $4.99-0.85 to put as my $1 minimum purchase. Usually, I just get a bottle of water, but if I really wanted to, I could 50% off this blizzard and buy another item for a total of $2.49.

Never pay full price for a blizzard. Get their app and get it with a deal. They almost always have one deal where one can get any of their dairy base products: shakes, malts, cones, and blizzards.
So I found on the DQ app today that this is like the highlight deal of the week (there is always that one deal every week where one can get a bogo or a free item with any purchase (or near it) and this one is it. The mobile monday deal is a bogo $0.99 peanut buster parfait deal.

I would write to corporate, but there is no guarantee that corporate may reach out to them. I know Shake Shack and Burger King are responsive. Really, all locations should be offering all possible options. Like why wouldn't you, as a franchise, try to maximize all possible avenues to make sales?

Nope. But good idea with the toppings. I may try that and get back to you.
Edit: I tried the toppings and it did not work. It would have saved me some change because the cheapest on the menu in my area is $1.99 and two $0.89s would have been $1.78
