While there is no vulgarity, the movie is R rated:
older man has orgasm after Paprika puts her hands down his pants, woman is forcefully groped, a man sold his body to a older man, suicide attempt, man shot in the back, man disembowels a woman, man is trapped in a cage and suffocated.

Nothing I want to show kids!

This is one of his worse movies.
Millennium Actress was more in line with his original works.

Vulgarity is profanity, foul language or curse words. IMDB lists the examples in this movie as: "fatty", "chunky" and "pervert" so VERY mild language.
The other examples I provided include violence and sex.

The dictionary does not agree with your definition of vulgarity:
vulgarity
/vŭl-găr′ĭ-tē/

noun
The state or character of being vulgar; mean condition in life; meanness; commonness.
Coarseness, grossness, or clownishness of manners or language; absence of refinement; also, that which is vulgar; a vulgar act or expression: as, vulgarity of behavior; vulgarity of expression or language.
3. The commonalty; the mob; the vulgar.

Uh... yeah it does. Did you even read the definition you shared? Coarseness, grossness, or clownishness of manners or language. So, profanity is clearly a form of vulgarity, using coarse, gross, or clownish language. Is it the only form? No, but that's why context is important. It's obviously the form referenced here.

Most of the other things described, such as murder, disembowelment, sexual assault, suicide, they clearly rise above (or maybe below?) the level of mere coarseness, grossness, or clownishness. That's not vulgarity - that's violence.
