I've gotten a similar offer a number of times and have had no issues buying 3rd party GC in-store.
The math on this, $75 spend maxes out the CB.

I mean, I never shop at Ray-ban or Ugg's and the offers are ALWAYS on my account, just sitting there enticing me to finally buy some overpriced sunglasses and boots…

Yeah obviously there's some kind of demographic application of offers. On one hand you'd think they'd want to reward existing customers but on the other maybe they also want new customers. As for me, we basically never shop at ShopRite just because we have a large family and rarely go to typical grocery stores. Ironically the only time I really go in there is to take advantage of this offer and in my experience that typically happens in the November December timeframe.
And as for the myriad of other useless offers? they're basically all fashion - clothing, shoes, sunglasses, stuff like that. I *never* shop at any of those places.
I believe Amex also caps the number of a certain offer that can be added to cards, and once that cap is hit then the offer and the ability to add to cart disappears. Probably also why all those fashion offers are still available because no one wants them. I typically add all that crap to a second card because it frees up space in the queue on my primary card.
Buy $50 of gift cards (4/13-4/19) and you'll get $10 to spend (4/20-4/26).
