The main retailer I would buy a controller from is BestBuy. Their two year plan is $19.99. However, we can go with your $8 plan, which sounds like a great value as long as they offer free shipping in the replacement.
And no, I don't assume I can fix it everytime. I presume I can. Admittedly, fixing isn't for everyone, just as warranties aren't for everyone. Some people enjoy the challenge and fulfillment of repairing something, while others don't find value in that. Plus, every controller tends to feels slightly different, I prefer the same feel, which is another reason i find value in repair.

Now let's address these tools. If your controller is still under warranty and you attempt to open it up and repair it you automatically void the warranty. If you can't fix it you are at a loss. If you can great and it breaks later and you can't while it's under warranty its still a void. Now why even attempt the bother to repair it? So you save $5 and have to spend the time working on it? I'd sooner toss it i. The box, get my money and buy another. I'd be playing again asap.
While it's always a gamble buying an extended warranty with the drift problems it's a good purchase.
Let give you another example. I always buy the extended warranties in my headsets. The batteries never last with daily use or the hinges break. I haven't had to come out of pocket for a headset in many years....only the cost of the warranty.
Buy the tools. It's doesnt hurt. But hope this insight helps.
