Have you ever used an electrical tape that seemed to only stick to you and not much else, this is it, you found it.
I tried to use the multi colors to mark wire runs, but the tape fell off. I tried to use the tape as electrical tape, it unraveled. I tried to use this tape as something to hold a small bundle of wires together, it worked!

I don't know if it is exactly this one, but I bought some cheap electric tape in different colors and after a few months it stuck to itself and not the wires. Threw it out.

This tape in the op is nowhere near as good as Scotch 3M and I would never use it for insulating an electrical connection.
Scotch 3M is the best quality electrical tape. I recommend Scotch 33+ for taping up electrical splices/connections and stretch it a little as you wrap it.
If you just want colored tape for miscellaneous uses though, this would work well for that.

If I just need cheap electrical tape for all kinds of general purposes like covering bright LEDs, applying tape to stuff that if flexible and can be removed later, etc. I use the "Commercial Electric" stuff from Home Depot. It's cheap in large quantities and doesn't totally suck. I always have some on hand.
If I actually need to do proper electrical work that needs to last, I use good quality 3M rated for the task.
Between these two I easily cover my needs and my costs are kept low.
I really don't recommend random colored tape from Walmart. For a start, look how tiny those rolls are. 14ft? Why even bother? The CE rolls at Home Depot have the same ratings and certifications and a 60ft roll is $2.
