Not really, you can not pay with Wags cash and get the $15 Wags on $45 spend.
And I am sure most of the Walgreens stores do not even carry the big pod containers, even if they do they will be most definitely out of stock.
So combination of Walgreens and P&G Rebate processing, this is a no go!
