It works on Android but you need to install from the website. Not on play store.

Tried the continue anyway button and no dice. US here.

Would a VPN work if set to route through the EU?

No, VPN won't work. Your Apple profile would have to be updated to reflect a Non-US country. This would change a whole other slew of configuration on your device, from Apple Music, backup, etc. so keep that in mind.
